We would like to inform you that from 11.05.2022 we will be open for clients from Ukraine for the purpose of applying for temporary protection and issuing humanitarian residence permits or certification of temporary residence as per shown beneath.
Location: 131. Harmat street Budapest 1108.
Opening time: from Monday to Friday 8AM to 4PM
Procedures:
• Application for temporary protection exclusively regarding those who arrived from Ukraine
• Reporting of change of address or other data regarding applicants for temporary protection and beneficiaries of temporary protection
• Issuance of residence permit on humanitarian grounds
• Issuance and extension of temporary residence certificate regarding third-country nationals who arrived from Ukraine where they dwelled lawfully
Clients: Third country nationals who has accomodation in Budapest or in Pest County
Approach:
• Approachable by bus 85 or 85E from Örs vezér square by taking off at ,,Tavas utca" and taking a 3 minute walk
• By taking bus 68 from ,,Kőbánya-Kispest" metro station, taking off at ,,Sportliget" stop and taking a 3 minute walk.
• By taking bus 185 from ,,Kőbánya alsó" taking off at ,,Sportliget" and taking a 1 minute walk.
Please also note that this time onwards, our Client Service Office at 131. Harmat street Budapest 1108 will only be open to the above mentioned clientele. Other types of cases can be handled at our Client Services az 35-37 Szegedi way Budapest 1135 and 60. Budafoki way Budapest 1117, on weekdays, during opening hours.

Information on how to submit an application for recognition as beneficiary of temporary protection and use the electronic data recording platform
An application for recognition as beneficiary of temporary protection may be submitted in person before the asylum authority. The asylum authority will record the applicant's basic personal data (e.g. name, date of birth, nationality, etc.), as well as take a facial photograph of him/her and, in the case of a person over 14 years of age, his/her fingerprints. The asylum authority verifies the identity of the applicant for recognition as beneficiary of temporary protection, mainly by means of various documents, e.g. passport, identity card, driving licence, birth certificate, etc.
Given the need to verify the identity of the applicant for recognition of beneficiary of temporary protection and to take a facial photograph of him/her and his/her fingerprints, the applicant’s appearance in person may not be waived.
However, in order to speed up the application process, the asylum authority shall allow applicants for recognition as beneficiary of temporary protection to provide their data to the asylum authority in advance. This can be done via the following interface.
It is important to note that recording your data electronically does not equal to submitting your application; you are still required to appear in person before the asylum authority after you have recorded your data electronically.
Key questions regarding electronic data recording:
1) Who may use the electronic (data recording) platform?
Only persons who fled Ukraine after 24 February 2022 are entitled to use the electronic data recording platform
- Ukrainian nationals
- or Persons who previously lived in Ukraine as stateless persons (who do not have the citizenship of any of the countries) or refugees (who are citizens of another country but were recognised as a refugee by Ukraine) or
- Third-country national family members of Ukrainian nationals, stateless persons or refugees (a spouse, a certified partner, children under the age of 18, a dependent relative who was supported by the above, e.g. an elderly parent, a sick sibling)
they can also apply for recognition as beneficiary of temporary protection, but only before the asylum authority.
Ukrainian nationals who entered the territory of Hungary before 24 February 2022 are not entitled to apply for recognition as beneficiary of temporary protection electronically, but they can regularise their stay in Hungary by other means. For this reason, please contact the regional directorate of the National Directorate General for Aliens Policing (hereinafter referred to as NDGAP) as per your place of accommodation.
2) Can I submit my application electronically now?
No. An application is not considered to have been submitted if someone fills in the electronic form. Appearance in person is still required, when the data provided on the electronic platform shall be checked and the asylum authority shall take your photograph and fingerprints.
It is important to note that the rights of an applicant for recognition as beneficiary of temporary protection are only granted after (s)he has submitted his or her application in person to the asylum authority.
3) What is the use of recording data electronically if I need to appear in person nonetheless?
Recording data in advance reduces the time of administration, meaning waiting less and faster processing.
In addition, the asylum authority can inform you of relevant circumstances, e.g. about missing information, via the email address you provided during registration.
4) What happens after having uploaded my data to the electronic platform?
For the purpose of applying for recognition as a beneficiary of temporary protection, applicants are also required to appear in person. When the application is submitted in person, the asylum authority checks the data provided in advance, takes a photograph of the applicant and his/her fingerprints. The biometric data (facial photograph and fingerprints) taken during submission in person will also be recorded in the asylum registration system.
If you upload your data to the electronic platform but decide not to submit an asylum application later, there are no further steps to be taken by you. The asylum authority will store the uploaded data until 31 December 2023 and then delete it. It is also possible to get your data deleted earlier as described in the General Data Protection Notice.
5) Where and when shall I go to submit my application in person?
You can submit your application at the customer service office of the regional directorate of NDGAP as per your place of residence during office hours, see the link below:
It is important to note that the application is to be submitted at the regional directorate as per the place of accommodation of the applicant for recognition as beneficiary of temporary protection.
Please note that in Budapest it is possible to apply for recognition as beneficiary of temporary protection at the Harmat Street customer service office of NDGAP.
In case a larger group (more than 10 persons) of applicants is expected to appear in person before NDGAP, it is advised to contact the relevant regional directorate in advance to avoid waiting for long.
6) What (documents) shall I take with me to submit my application in person?
When appearing in person, it is important that clients shall bring the completed form (link) and their passport/other available personal documents (in the absence of a passport, ID card, birth certificate, etc.). In case of families, it is also essential that family members appear before the authority at the same time for administration.
7) What happens after submitting my application?
The asylum authority shall examine and decide on the application in accordance with the general rules, prior registration shall make no difference in the conduct of the procedure.
8) Can data be uploaded for all types of procedures?
No. The electronic data uploading platform has been developed only with regard to the large number of people fleeing to Hungary due to the Russian-Ukrainian conflict and data can only be uploaded in relation to an application for recognition as beneficiary of temporary protection.
