CARE AND BENEFITS PROVIDED FOR PERSONS APPLYING FOR RECOGNITION AS BENEFICIARY OF TEMPORARY PROTECTION
REGULAR SUBSTISTANCE BENEFITS
Amount of subsidy: HUF 22,800.
Amount of subsidy for minors (instead of family allowance): HUF 13,700/capita.
Payment is conditional on the person’s fulfilment of his/her obligation to appear before the district office (i.e. ‘járási hivatal/kerületi hivatal’, hereinafter referred to as district office) every month.
A person working at a place of work in Hungary or receiving income from the Hungarian or a non Hungarian pension scheme is not entitled to the benefit.
EMPLOYMENT
Ukrainian nationals holding a biometric travel document may undertake employment in certain shortage occupation positions without a permit immediately after their entry into the territory of Hungary. Ukrainian nationals holding a biometric travel document may undertake employment in non shortage occupation positions for a period not exceeding 90 days after their entry into the territory of Hungary, if they hold a work permit, for whose issuance the employer submits an application at the competent government office.
Applicants of recognition as beneficiary of temporary protection may undertake employment in shortage occupation positions without a permit; undertaking employment in a non shortage occupation position is conditional on having a work permit, for whose issuance the employer submits an application at the competent government office.
An applicant may also undertake community work during the procedural period which takes a maximum of 15+45 days.
Adults and minors over 16 years of age (if they are not attending a full-time education programme) are required to appear before the district office (the employment service) within 5 working days of receiving the cash benefit.
After 45 days from the date of receipt of the first amount of benefit, the person is not entitled to the cash benefit, if (s)he does not accept the offered job.
HEALTH CARE
An applicant of recognition as beneficiary of temporary protection is entitled to the following health care services free of charge, if (s)he is not covered by social security:
• primary health care
• specialised medical care or hospital care in cases of urgent need
• prenatal care, obstetric care
• public health care services – medicines
• oncology patient care and other types of care for chronic patients
• emergency dental care and orthodontic (i.e. tooth-retaining) treatments
Place of receiving care: competent health care institution with territorial responsibility.
A person in need of special treatment (e.g. an unaccompanied minor, a person of advanced age, a disabled person, a pregnant woman) is entitled to specialist medical and hospital care not only in cases of urgent need.
TRAVEL ALLOWANCE
100% travel discount for inter-city, local travel by train and for travelling by long-distance bus in the following cases:
- to conduct official matters related to a status of beneficiary of temporary protection;
- to receive medical care from a health care provider;
- to participate in a programme run by a non-governmental organisation, to receive assistance.
To obtain the travel allowance, the relevant application is needed to be submitted to the asylum authority.
SCHOOLING
A child applying for recognition is entitled to attend kindergarten, school and education from the date of submission of his/her application under the same conditions as Hungarian citizens, and is also subject to compulsory schooling from that date of submission. They do not have to pay the costs of schooling and education.
Enrolment: at the competent educational establishment with territorial responsibility.
PAYMENT OF THE COSTS OF PUBLIC HEALTH FUNERALS
SUPPORT FOR PERMANENT DEPARTURE FROM THE TERRITORY OF HUNGARY
In the event of the applicant’s return to his/her home country or permanent departure to a third country, the asylum authority will once provide a ticket (plane ticket) for the applicant to the destination indicated in the certificate, and may reimburse all or part of the certified travel expenses, upon the applicant’s application, on the basis of a certificate issued by the diplomatic mission or consular post of the destination country concerned.

HUNGARIAN CITIZENS
Hungarian citizens who have a permanent place of residence in Ukraine may apply for regular subsistence allowance at the district office, under the same conditions for payment as non-Hungarian citizens.
Hungarian citizens from Ukraine (with Hungarian and Ukrainian dual citizenship) may undertake employment in Hungary free of choice, with reference to their Hungarian citizenship; their employment is not conditional on holding a work permit.
Those who have Hungarian citizenship or Ukrainian citizenship in addition to their Hungarian citizenship have the same rights and obligations as Hungarian citizens. Thus, they may participate in public education in accordance with the rules applicable to Hungarian citizens.
In case of citizens with Hungarian citizenship and citizens with dual, Hungarian and Ukrainian citizenship, further information on entitlement to health care services under the social security regulations may be obtained from the client service offices of the district offices of government offices, or at any of the government client service offices (i.e. ‘kormányablak’) throughout the country, where receiving client services is also available in person.
Within the period of 30 days from the date of their entry into the territory of Hungary and unless otherwise provided by law, PERSONS WHO entered the territory of Hungary on the day of or after 24 February 2022 and have not applied for recognition as beneficiary of temporary protection yet are entitled to tests and examination, as well as medical treatment, specialised oncology care, other types of care for chronic patients, within the framework of care for chronic patients; and medicines for the purpose of restoring, improving or preserving health or for pain relief within the framework of primary health care.
